  The Kansas State Legislature reacted to their frustration with school districts not following the law regarding use and expenditure of at-risk funds by passing House Sub for SB 387. This statute requirements for all school districts beginning in the 2026-2027 to annually submit to the SBOE an at-risk student accountability plan to attain at-risk student proficiency and to ensure the provisions of programs and services that are above and beyond regular education services.

He also spent 28 of those years in the Kansas House of Representatives, including two terms as the elected Speaker of the House. Retiring from the House at the end of the 2012 session, Mike was hired as President and CEO of the Kansas Chamber of Commerce, a position he held for 4 years before retiring to open his own legal consulting and governmental relations firm. He has over 40 years of combined legal, legislative and governmental relations experience. Mike holds a JD from the University of Kansas School of Law.
