Preparing for the Impact: New Title IX Regulations in Public Schools

  The Kansas School Board Resource Center hosted an important webinar to inform and prepare school board members for the impacts of the new Title IX regulations to be implemented by August 1st. Max Eden from the American Enterprise Institute will provide background details on the issue and Jonathan Vogel, Managing Attorney of Vogel Law Firm will discuss the legal implications for school board members, especially in states like Kansas with laws that require separate facilities for boys and girls and run counter to the new Title IX rules.

  Max Eden serves as the program manager of the education policy studies department at the American Enterprise Institute. His area of expertise focuses on education reform including K-12 and early childhood education. Mr. Eden has testified before Congress on the “school-to-prison pipeline” and has been published in City Journal, National Review, New York Post, The Hill, The Washington Post, USA Today and is coeditor, with Frederick M. Hess, of The Every Student Succeeds Act: What It Means for Schools, Systems, and States(2017).

  Jonathan Vogel brings over 25 years of legal experience to the discussion. Mr. Voegel helps clients with virtually all matters that involve issues arising in K-12 and higher education. He served as the Deputy General Counsel for Higher Education and Regulatory Services at the U.S. Department of Education and as Counsel to the Assistant Attorney General for the Civil Rights Division at the U.S. Department of Justice. During his service at the Education Department’s Office of the General Counsel, he led a team of attorneys charged with holding colleges and student loan companies accountable for compliance with the Higher Education Act of 1965, as amended, and federal regulations. Mr. Vogel also served at the U.S. Department of Justice as a federal prosecutor at the United States Attorney’s Office in Charlotte, North Carolina. His first role with the federal government was in the U.S. House of Representatives as Counsel on the Judiciary Committee where he worked on civil-rights issues, including the intersection of desegregation court orders and the establishment of public charter schools.
